AIRPORT HANGARS SITE PREPARATION PHASE II
Lincoln County and the Lincolnton-Lincoln County Regional Airport Authority are soliciting Formal Sealed Bids for RFB 2025-0529 AIRPORT HANGARS SITE PREPARATION PHASE II from qualified contractors to perform site preparation work as required by the Contract Documents. Bids will be received at the location listed below until the date and time listed:

All bids must be submitted in a sealed envelope and plainly labeled on the outer most package “RFB-2025-0529 AIRPORT HANGARS SITE PREPARATION.” The inside and outside package shall include the Contractor’s License Number. Bids shall include one (1) hard copy and (1) digital copy in portable document format (PDF) on a flash drive.
The public opening and reading aloud of the bids will be at 1400 hours, on THURSDAY, MAY 29, 2025 at 353 N. Generals Blvd. in Lincolnton, NC 28092.

Bidding documents will be available starting Thursday May 1, 2025. Prospective bidders may examine the bidding documents at the Lincolnton-Lincoln County Regional Airport Terminal Building between the hours of 0800 and 1700, and online at the following Plan Rooms:

Bid documents may be ordered online by registering with the Plan Room at Richa Graphics, 704-331-9744, 800 North College Street, Charlotte, North Carolina 28206. All bid documents including addendum(s) are non-refundable. Contact Richa Graphics for document and shipping costs. Please note: Richa Graphics is the official Plan Room provider. Bidders must be listed on the plan holder’s list held by Richa Graphics in order to receive any Bid Documents. Please note that only Registered Plan Holders may submit a bid as a General Contractor. Following registration, complete sets of Bidding Documents may be downloaded from the Plan Room website as “zipped” portable document format (PDF) files. The cost of printed Bidding Documents will depend on the number and size of the Drawings and Project Manual, applicable taxes, and shipping method selected by the prospective Bidder. Cost of Bidding Documents and shipping is non-refundable. Upon receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Plan Room will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office.
A pre-bid meeting to permit the Bidder to examine the project site, existing equipment installations and adjacent areas will be held at 1400 hrs local time on Tuesday, May 13, 2025, in the Conference Room of the Airport Terminal Building, Lincolnton-Lincoln County Regional Airport, 714 Jack Dellinger Drive, Iron Station, NC 28080. Attendance at the pre-bid meeting is mandatory. Bid security shall be furnished in accordance with the Instructions to Bidders.

Questions shall include “RFB 2505-0529” in the email subject and must be submitted by 1700 hours, MONDAY, MAY 19, 2025. All clarifications, answers to questions and changes made to the RFB will be responded to by written addendum. The addendum will be posted on the County’s Website and the Plan Room at Richa Graphics on or before 1700 hours, THURSDAY, MAY 22, 2025.
All Contractors are hereby notified that they shall have proper Contractor's licenses as required by the state laws governing their respective trade in the state where this Project is located. See bid documents for prequalification requirements with NCDOT.
This project will be partially funded by Federal funds and as such is subject to Federal rules and regulations as stated in the project specifications including, but not limited to, the Davis-Bacon Act.
Notice is hereby given to all bidders that Executive Order 11246 and Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Part 21, are applicable to this contract.
No bid may be withdrawn for a period of one hundred twenty (120) calendar days after the closing time for the receipt of bids. Lincoln County and the Lincolnton-Lincoln County Regional Airport Authority reserve the right to reject all bids, to waive informalities and technicalities, and to cancel the Bid Process at any time.
Bidders shall submit proof of qualifications to perform the work as described in the Instructions to Bidders.
