Lincoln County requests proposals from qualified firms with considerable experience in community design, land use, public utility Capital Investment Planning as well as citizen participation, in order to review the 2018 Comprehensive Land Use Plan (Land Use Plan), and prepare a 20 Year Water and Sewer Capital Investments Plan. The Land Use Plan was adopted in 2018 but will be reviewed to ensure sustainability in relation to a newly prepared Capital Investment Plan. The County intends to build upon existing plans recently adopted, but would recognize that the Land Use Plan could in essence be a new plan. The new Land Use Plan and Capital Investment Plan will assist County staff, Board of County Commissioners, Planning Board, Board of Adjustment and other advisory committees to better understand the direction of Lincoln County.
Statements of qualifications shall be submitted no later than 5:00 PM on Thursday, August 26, 2021.

All questions, clarifications, discrepancy in, or omissions and interpretation concerning this request for qualifications shall be submitted in writing no later than 5:00 Wednesday, July 11, 2021 by email, to . The County will issue an addendum in response to questions and to provide clarifications on or before 5:00 pm, Friday, August 13, 2021. It is each proposer’s responsibility to obtain the addendum. No contact shall be made with County personnel other than the contact listed above for Questions, Clarifications, and Interpretation. The County will not be responsible for any oral representations or instructions.
County reserves the right to negotiate and contract with the Respondent(s) deemed suitable to provide the requested services. The County reserves the right to reject any and all statements of qualifications and to evaluate at its discretion the statements of qualifications. The County reserves the right to award the contract based on the selection criteria and according to the statements of qualifications and demonstrated knowledge and ability which best serves the County and its interests.
